Phil Proctor (born July 28, 1940) is an American voice actor and provides the voice of Howard in All Grown Up!. He is also known for doing for additional voices for various Disney films, like The Rescuers Down Under, Beauty and the Beast, Aladdin, The Lion King, Toy Story, The Hunchback of Notre Dame, Hercules, Mulan, A Bug's Life, Tarzan, Iron Giant, Toy Story 2, Atlantis: The Lost Empire, Monsters, Inc., Jimmy Neutron: Boy Genius, Spirited Away, Treasure Planet, Finding Nemo, Brother Bear, Home on the Range, Racing Stripes, and Barnyard.
